Composition, structure and activities of the academic Council and the procedure for its election
Duties, rights and responsibilities of the Secretary of the academic Council
This provision is developed in accordance with the requirements of the Labor code of Kazakhstan, typical qualification characteristics of positions of scientific-pedagogical employees of organizations of higher and postgraduate education, model regulations of the academic Council of the University and of the Charter of the University.
1.1 the academic Council of International humanitarian-technical University (hereinafter – the academic Council) (hereinafter – the academic Council) developed in accordance with paragraph 9 of article 44 of the Law of the Republic of Kazakhstan dated 27 July 2007″On education”, based on Regulations of the academic Council of the University.
1.2. The academic Council of MSTU is one of the forms of collegial management of higher education institution.
1.3. The academic Council in its activities is guided by the legislation of the Republic of Kazakhstan, this Regulation, as well as the Charter of the higher educational institution (hereinafter-the UNIVERSITY).
The activity of the academic Council is based on the transparency of collective discussion of issues within its competence.
2.composition, structure and composition of the Academic Council
activities and procedure of his election
2.1 the Academic Council is created by the order of the President of MGTU.
2.2 the Academic Council consists of heads, Deputy heads, heads of structural units, faculty, representatives of student public organizations of the University.
2.3 the Academic Council is elected for a term of 3 years and consists of an odd number of members. As necessary, the decision of the General meeting in its composition may be made individual changes.
2.4 the Chairman of the academic Council is the President of MGTU.
The Chairman appoints the Vice-Chairman.
In case of absence of the Chairman his duties are performed by the Deputy.
The Chairman shall organize the work of the academic Council and ensure its work in accordance with the legislation of the Republic of Kazakhstan, this Regulation.
2.5 other members of the Academic Council are elected by secret ballot at the General meeting of the MGTU staff.
2.6 the Secretary shall be elected by the Academic Council and shall be responsible for the record-keeping of the Academic Council.
2.7 the Academic Council organizes its work on the basis of the work plan approved for the academic year.
2.8 meetings of the Academic Council are held once a month in accordance with the approved work plan for the academic year.
2.9 a meeting of the Academic Council shall be competent if at least two thirds of the members of the Academic Council are present. If it is impossible to attend the meeting for valid reasons, the member of the Academic Council must notify the Chairman in advance.
2.10 a decision of the Academic Council shall be deemed adopted if a majority of the members of the Academic Council voted for it.
2.11 purpose of the academic Council:
a) creating the necessary conditions for the teaching staff and students of the University for the successful implementation of professional training programs;
b) regulation of the financial sphere of the University, strengthening the material and technical base.
2.12 the competence of the Academic Council includes::
(a) approval of the structure of higher education institutions;
b) amendments and additions to the Charter of the higher educational institution;
C) creation, reorganization and liquidation of educational and scientific units of the University (laboratories, departments, institutes (faculties and others););
d) definition of the concept of development of higher education institution;
e) solving all the main problems of the organization of educational, research and economic activities of the University;
e) hearing of the annual report of the rector, Vice-rectors, heads of structural divisions and about directions, forms and methods of conducting educational, research, educational, financial, economic, information, international and other types of activity;
g) consideration and presentation of educational and methodical developments and release of manuals, textbooks;
h) decision-making on transfer of students studying on a paid basis to educational grants and training in the form of externship;
I) approval of scientific supervisors-consultants and undergraduates on dissertation research doctoral students;
j) organization of control over financial and economic activities of higher educational institution;
l) determination of the order of use of extra-budgetary funds, and also directions of the reinvestment income received by paid education in higher education institutions and distribution of the made production;
m) award and approval of scholarships and prizes, scientific and honorary titles;
n) consideration of questions on representation of employees of higher education institution, creative collective to the government awards and honours;
o) consideration of other issues of the current activities of the University, requiring a collegial decision.
p) decisions of the Academic Council shall be drawn up by protocols signed by the Chairman of the academic Council and the Secretary of the Academic Council.
3.duties, rights and responsibilities of the Secretary of the Academic Council
3.1 General provisions
3.2 the Secretary of the Academic Council organizes the proceedings of the academic Council of the University, controls the implementation of its decisions and is personally responsible to the Chairman of the academic Council of the University for compliance of the documentation of the academic Council with regulatory legal acts of the Republic of Kazakhstan. To carry out technical work and paperwork necessary for the preparation of the meeting of the Academic Council of the University, the presence of the activities of the academic Council of the University is provided.
3.3 persons with higher education, academic degree and teaching experience of at least 3 years are accepted for the position of Secretary of the Academic Council.
3.4 the position of Secretary of the Academic Council is approved by the order of the rector.
3.5 the Secretary of the Academic Council should know the Constitution of RK, laws of RK “About education”, “science”, “on combating corruption”, “on languages in the Republic of Kazakhstan” and other normative legal acts regulating activities and development of the education system, labour legislation, rules and norms of labor protection, safety and fire protection.
3.6 the Secretary of the Academic Council is guided by the legislation of Kazakhstan, the model regulations of activities of educational institutions, implementing educational programs of higher professional education, state standards of education and quality, normative and methodological documents of the Ministry of education and science of Kazakhstan, the decisions of the Academic Council of the University, organizational and administrative documents of the University, the University Statute, regulations of University, academic position and this service manual.
Duties of the Secretary of the academic Council
4.1 makes proposals to the work plan of the academic Council of the University and organizes the development of the work plan of the academic Council of the Institute;
4.2 carries out work on preparation of documents, materials for consideration at meetings of the academic Council of the University, supervises the preparation of issues submitted for discussion;
4.3 develops the draft agenda of the meeting of the Academic Council of the University;
4.4 coordinates the work of the Commission of the academic Council;
4.5 ensures the participation of members of the Academic Council, as well as invited persons in the meeting;
4.6 during the secret ballot gives instructions to the members of the counting Commission;
4.7 keeps minutes of meetings of the Academic Council of the University, prepares and copies copies of decisions of the academic Council of the University;
4.8 supervises the implementation of decisions of the academic Council of the University;
4.9 controls the processing of personal Affairs on the award of academic titles, preparing them for consideration by the Academic Council of the University and submit to the Committee on control in education and science Ministry of education and science of Kazakhstan;
4.10 inform the members of the Council in advance of the agenda of the meeting standing in the queue;
4.11 complies with the standards of labor protection and safety, fire safety;
Rights of the Secretary of the academic Council
The Secretary of the Academic Council has the right:
5.1 get acquainted with the decision of the rector of the University in connection with its activities;
5.2 make proposals to the head of the University to improve the work of the University;
5.3 require from the heads and heads of departments of the University documents relating to the scientific Council;
5.4 give instructions to other structures in order to improve the work of the academic Council and solve problems;
Responsibility of the Secretary of the academic Council
6.1 timely implementation of these Rules;
6.2 quality of performance of works according to the approved instruction on a position;
6.3 comply with financial and staff discipline, the Charter and other internal regulations of the University;
6.4 is responsible for compliance with the rules of labor protection, safety, commercial and official secrets.
